Grants for Downtown Businesses and Organizations
Grants are now available for businesses, building owners, tenants
(with property owner authorization) and not-for-profit groups in
designated parts of Downtown Timmins, South Porcupine and Schumacher to
stimulate improvements and new development.
Grant application forms are
available online or from the Community and Development Services
Department at City Hall. A total of $50,000 has been approved by
Council for these grants. Completed, eligible applications will be
reviewed and approved for funding by the Community and Development
Services Department on a ‘first come, first served’ basis.
Application forms are available from the Department or online. Applications are being accepted in person at the Planning Division at City Hall. All
applications shall require two quotes for the work to be done as well
as a building permit (if applicable). These shall be included with the
application form and if not, the application shall be considered
incomplete. In order to be eligible, there shall be no
by-law or fire prevention deficiencies on the property and the
property’s water and taxes are to be paid up-to-date.
Grant program amounts vary by program and there is a maximum grant
amount of $15,000 per property. This includes any previously awarded
grants to the same property.
Grant Programs
- Façade Improvement Grants can be up to 50% of costs to a maximum of $15,000 to enhance the outer appearance of buildings (including signage).
- Energy Efficiency Grants can be up to 50% costs to a
maximum of $15,000 for Window and Door Improvements, Insulation, Energy
Efficient Lighting and Heating and Ventilation and Air Conditioning
Improvements.
- Building Code Upgrade Grants can be up to 50% of
costs to improve accessibility, develop upper storey residential housing
and improve health and safety for the building up to a maximum of
$15,000.
- Feasibility Study Grants can be up to 50% of costs up to $5000 for design, engineering or business plans.
Please note: there is a maximum of $15,000 in total
grants per property, including any previously awarded grants to the same
property.
In addition, Downtown Timmins, South Porcupine and Schumacher are a
part of the Municipal “No Fee Zone” with the intent of providing rebates
for developing, redeveloping or renovating upper storey residential and
commercial lands and buildings. The program applies to the following
municipal fees:
- building permit fees including demolition and sign permits;
- minor variances;
- street occupancy permits;
- official plan and zoning by-law amendments;
- consents to sever;
- site plan control and development agreements; and
- plan of subdivision and condominium.

Commercial and Industrial Community Improvement Plan
On June 15, 2018, Timmins Council adopted the City of Timmins
Commercial & Industrial Community Improvement Plan – setting grant
programs for businesses and building owners throughout the City of
Timmins. The grant programs’ aim is to promote redevelopment of
brownfield sites, encourage mining redevelopment and promote the City’s
underutilized Timmins Industrial Park. For 2018, the City of Timmins
has set aside $50,000 towards the Commercial & Industrial CIP.
The Commercial & Industrial CIP has three grants available which will be administered through the incentive programs:
- Tax Increment Rebate Grant – a grant to eligible
individuals who undertake significant development resulting in an
increase in the incremental tax value based on the pre- and
post-redevelopment assessment value as determined by the Municipal
Property Assessment Corporation (MPAC).
- Environmental Study Grant – a grant to help offset the environmental study costs associated with site remediation for properties that are contaminated.
- Municipal Fee Rebate Grant – a grant which provides refunds for planning and building fees.
Grant application forms are available from the Community &
Development Services Department. Completed, eligible applications will
be reviewed and approved for funding by the Community & Development
Services Department on a “first-come, first-served” basis.
Interested applicants are encouraged to speak to the CIP Coordinator,
Dave St.Onge, before submitting an application to ensure eligibility
and the completeness of the application.
The Commercial & Industrial CIP incentive programs include:
- Commercial & Industrial Redevelopment – promote
redevelopment of former commercial and industrial brownfield sites by
offering the tax increment rebate grant, environmental study grant and
municipal fee rebate grant opportunities to applicants meeting the
eligibility criteria.
- Mining Redevelopment – promote development on
properties that have been used as an active mine, mineral processing
operation or previously used for mining purposes by offering the tax
increment rebate grant and the municipal fee rebate grant to applicants
meeting the eligibility criteria.
- Timmins Industrial Park Development – promote
development within the Timmins Industrial Park, City owned land which is
located west of McBride Street north of Wal-Mart, by offering the tax
increment rebate and the municipal fee rebate grant to applicants
meeting the eligibility criteria.
The Commercial & Industrial Community Improvement Plan was
developed after consulting with the public, local businesses, building
owners and the Ministry of Municipal Affairs and after reviewing other
municipalities’ programs including Sudbury, North Bay, Cornwall, Thunder
Bay and Sault Ste. Marie.
