The Housing Action Plan describes the City-led strategies and actions to address the current and future housing needs of Timmins. The plan is broken down into housing plan action initiatives categorized under subdivision development, intensification, and purpose-built housing.
Eight (8) recommendations have been made to help encourage an increase in housing supply:
- set housing targets annually in the absence of identified targets from the province
- advocate for funding from upper levels of government to move subdivision development forward and allocate budget fund for development in the event that upper level funding is not received
- direct staff to undertake an intensification study to identify barriers, opportunities, and incentives
- eliminate the requirement for one parking space per residential dwelling unit if the unit is along a transit line or in a downtown area
- permitted secondary dwelling units on properties that are not serviced, such as Rural or Residential Estate properties, provided the septic system and well can handle the additional usage
- continue to avoid issuing development charges for housing development
- consider a Housing Community Improvement Program (CIP)
- undertake a park rationalization study, to be completed to identify land for potential housing development
The Housing Action Plan is a key planning tool for municipal budgets and upper level government advocacy.
