Daytime Snow Removal 7:30 am to 4:00 pm
From December 23, 2024 to December 27, 2024, the Public Works Department wishes to inform the public that crews will be doing snow removal in the areas listed below.

Note on the Plan:
The above plan or parts of the plan may be changed at any time and/or delayed if a winter storm is in effect or related to mechanical issues. The snow removal crew will change to a snow plowing operation. Those streets that may not be completed will be completed on the next available snow removal shift.

Illegal placement of Snow from Residential Property onto Sidewalk and Road:
A reminder that City BYLAW 1993-4162 does not allow a person to place snow from a person’s property and place onto the road or sidewalk.

Posted No Parking Signs Advising Winter Maintenance:
Public Works would like to remind residents that yellow No Parking Signs will be posted to notify that Winter Maintenance will be taking place for daytime operations. Vehicles not complying with these No Parking signs will be ticketed and towed to allow for Snow Removal Crew to advance.

Winter Parking Ban:
A reminder that the Winter Parking Ban is effect and parking on the street is not permitted on any day, between the hours of 11:30 pm to 7:30 am, from November 1 through April 30.

Priority Sequence for Snow Removal Operations:

 
Day Operation:
Snow removal is never done in the area where Sanitation is taken place.
High density residential areas (Older Section of City: one-ways, narrow streets);
Low density residential areas

Night Operation:
Highway sections;
High density commercial sections;
Main Arterial Routes.

Safety:
A reminder to respect safety signage as the safety of workers is very important.

City of Timmins, Environmental Services Department, wishes to advise the public of an emergency watermain repair in the following area:

Area

Gold Centre - Schumacher 

Time of Disruption

Effective immediately. Estimated time of completion is late evening on December 19, 2024. 

Homeowners from Ponderosa St. through Gold Centre will experience short-term loss of water, water pressure or experience brown or rust-coloured water during the repair this evening. Approximate length of repair time is 3-4 hours.

It is recommended not to drink or wash laundry with discoloured water. While it is not harmful to your health, it can stain laundry. Once repairs are complete, turn on the COLD water tap closest to the source (usually your laundry tub tap) and let it run for approximately 15-20 minutes or until the water colour has returned to normal.

City staff would like to thank residents for their patience and cooperation during this necessary work.

Beginning Monday, January 6, 2025, Timmins Transit is introducing a new electronic fare collection system that will give riders the opportunity to pay for a ride with the tap of their smart phone or reloadable fare card. It’s called Timmins Transit “Pay YOUR Way,” and it provides riders with a host of payment options that are both cashless and contactless.

New electronic fare boxes are being installed across the Timmins Transit fleet of conventional and accessible buses and vans. Kiosks and retail Point of Sale (POS) systems are being installed at the main Transit Terminal on Spruce St. to dispense or reload fare cards. The electronic fare system network will improve Transit’s data collection on routes and ridership, improve efficiency with the potential for faster boarding, and give riders the option of modern electronic payment methods.

“Our electronic fare collection system gives riders the option to pay for their bus ride using a reloadable card or their smart phone,” says Ken Krcel, Director of Public Works and Environmental Services. “ Riders can continue to pay with exact change. This is a choice, and because we’ve been able to leverage federal and provincial funding through the Investing in Canada Infrastructure Program (ICIP) and provincial gas tax funding, there is no impact to the residential property tax bill to bring these projects to fruition. There is also no planned increase to the 2025 bus fare rates. This is about convenience and modern service.”

On January 6, 2025, riders can choose to activate and register a Pay YOUR Way reloadable card (disposable card options also available) with a one-time activation fee of $5 (discounted for seniors and students). Registering the card online gives riders the ability to load the card with funds for single rides, purchase a monthly pass, or 10-rides. Riders can also choose to download the free Pay YOUR Way fare app, available for iOS and android in January. From the app, riders can purchase a single ride, 10-rides, or a monthly pass. With one click, the app will generate a QR code per ride that can be tapped or scanned on the fare box when boarding the bus.

“Families or workplaces can register more than one reloadable card under a single account, making it simple to ensure that students and employees have convenient access to our public transportation network,” adds Krcel. “No more worrying about exact change or having to carry cash. With one Pay YOUR Way card or app, it’s easy to choose Timmins Transit.”

Tents and items left behind at encampment sites located at Hollinger Park and in the laneway behind Spruce St. S. have been cleaned up by the City’s Enforcement Services and Public Works.

The efforts were a continuation of work to mitigate some of the waste generated at both sites throughout the summer and fall over concerns about poor sanitation and public safety. No individuals were removed from either location. Both sites had been previously abandoned as cold weather settles in and people seek shelter indoors. Any tents or structures still in use have not been removed.

The City continues to ensure that outreach services are available to connect people to necessary social supports, and that a cold weather response partnership is in place. When the City issues a cold weather alert, partner agencies respond with capacity for individuals requiring basic shelter.

NOTICE OF COMPLETE APPLICATION AND PUBLIC MEETING RE: PROPOSED ZONING BY-LAW AMENDMENT

TAKE NOTICE that the Council of the Corporation of the City of Timmins will hold a public meeting on Wednesday, January 8, 2025, at 3:00 p.m. in the Council Chambers, City of Timmins, 220 Algonquin Boulevard East, Timmins, Ontario, to gather public input regarding a proposed Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O 1990, c. P. 13, as amended.

Applicant: Johnston’s Electrical Construction Ltd.

THE PURPOSE AND EFFECT of the proposed Zoning By-law Amendment is to rezone the subject lands currently zoned Rural (RD-RU) to Highway Commercial (EA-CH) in order to permit all uses in the Highway Commercial (EA-CH) zone. The applicant is proposing to: utilize a portion of the subject lands for a gravel lay down area; and storage of various company equipment including trailers, cargo trailers and cable reels. The applicant is also proposing to construct a 12.2 metre by 24.4 metre future building on the subject lands. Six storage containers are to be located on the site as well.

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Zoning By-law Amendment.

If a person or public body would otherwise have an ability to appeal the decision of Council of the City of Timmins to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Timmins before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Timmins before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

TAKE NOTICE that the Council of the Corporation of the City of Timmins, at its meeting on January 14, 2025, will consider passing a by-law under Section 36(4) of the Planning Act to effect the removal of a Holding Provision (H) from the zoning on land described as:

The subject lands do not have a municipal address assigned.
